The metal frame are used to fix the LCD o the PCB.
The frames are available in different kind of materials, e.g. steel or stainless steel, with different kind of surfaces or colour printing.

Hooks on the backside of the frame will fix the LCD, perhaps together with a backlight, on the PCB by crossing them.
